Tom Papa

Tom Papa has been an innovative leader in the Health & Human Services sector for over 30 years. Tom is a highly motivated and natural leader, bringing a vast and successful background to the Inperium & Apis Services teams. Mr. Papa has extensive leadership experience in both the public and private sectors. Most recently, Tom worked in an executive capacity at two of New Jersey’s largest developmental disability provider organizations specializing in strategic planning and fiscal stabilization. Prior to that, Tom served in a variety of leadership positions within the NJ Department of Human Services (Division of Developmental Disabilities), including, Chief of Staff, Deputy Chief Financial Officer, and Budget Director. Outside of the disability industry, Tom also spent several years at the New Jersey Office of Management & Budget as a financial analyst and worked as a state and local tax consultant at Arthur Andersen. Tom’s diverse background and dynamic leadership style make him an ideal fit at Apis Services.
