Overview

Clay Cauley, Sr. is a seasoned attorney with 19 years experience. He is known for his attention to detail in contract evaluation, ability to broker high level negotiations, litigation prowess and his compassion for his clients. Prior to Inperium, Clay was the General Counsel and Chief Legal Officer for a multi-jurisdictional organization whose mission centers on helping individuals and families affected by substance use disorder and mental illness, achieve a better quality of life. Clay led the efforts toward a merger between the parent company and an affiliated company. With Clay’s leadership and knowledge of risk management, the Office of General Counsel significantly reduced litigation costs throughout the organization by creating a large-scale litigation database to track and evaluate all administrative and civil matters company-wide .

Prior to his role as General Counsel, Clay was an integral part of the Executive team at the City of Philadelphia Law Department. As Chair of the Social Services Group, he was responsible for the HIPAA and Privacy Unit, Health and Adult Services and the Child Welfare Unit. During his tenure he led the efforts to reduce the number of children awaiting adoption by 50%. He implemented data analysis to better measure staff performance and produce greater outcomes and participated in the City’s efforts to offer alternatives to encampments in the Kensington section of the City. Prior to joining the Law Department Clay was a Dependency and Custody Hearing Officer for ten years. Before becoming a Hearing Officer, Clay owned and managed a law firm, was an Assistant District Attorney and held management positions in both banking and insurance.

He is active in the legal community, having served as an appointed member to the Pennsylvania Children’s Roundtable, is a recognized advocate for the reduction of truancy, the promotion of quality education and the protection of children and families throughout the State of Pennsylvania. Additionally, Clay is a former Board member of the Barristers’ Association of Philadelphia, a former Executive Committee member of the Family Law section for the Philadelphia Bar Association and a Board member for the Pennsylvania Family Support Alliance. To help develop a pipeline of bright future lawyers and leaders, Clay teaches trial advocacy to high school students selected through the National Bar Association to participate in the Crump Law program which is hosted by Howard University in Washington DC.
